Team Nigeria Wins Huawei Global Competition

Team Nigeria, comprising of some Nigerian students from the University of Ibadan, Ahmadu Bello University, Zaria, and University of Port Harcourt, have won the grand first place position out of over 150,000 students that participated in the Cloud and Network examination at the 2020 Huawei ICT Competition.



The students were honored for their achievement at an online awards ceremony hosted from the Huawei Headquarters in China.



The closing award ceremony event, which held recently in Abuja, was attended by the Special Assistant on Youth and Students Affairs, Mr. Nasir Sa’idu Adhama, who represented President Muhammadu Buhari. Also in attendance, were the Managing Director/CEO, NIGCOMSAT, Dr. Abimbola Alale, representing the Minister of Communications and Digital Economy, Dr. Isa Ali Pantami; the Deputy Executive Secretary of the National University Commission (NUC), Mr. Chris Maiyaki, representing of the Executive Secretary of NUC, Prof.



Abubakar Rasheed; some university Vice Chancellors; Huawei management staff; the award-winning students; instructors; parents and the media.



Speaking on behalf the President Buhari, Adhama, said “I congratulate the Nigerian students for coming this far in this Global ICT Competition. I also thank Huawei for supporting our Nigerian students and hope Huawei will continue to partner with the country in developing our ICT capabilities.”



Alale also expressed gratitude to Huawei for the opportunity given to the Nigerian students to showcase their expertise at the global level and congratulated the students for making Nigeria proud.



“I commend Huawei for organising this ICT competition as part of your Corporate Social Responsibility efforts. We look forward to more collaboration between Huawei and the Federal Ministry of Communication and Digital Economy,” Alale said on behalf of the minister.



While speaking on behalf of the Executive Secretary of NUC, Maiyaki said: “The National University Commission will like to rejoice with Huawei and the triumphant Nigerian students on this occasion – the Huawei Global ICT competition – which is now highly regarded as the annual knowledge festival.



The NUC is honoured to be associated to this success story. This proves that with the right environment and ecosystem, Nigeria can take on global counterparts on any intellectual platform.”



The Huawei ICT competition which was established to foster ICT learning in Africa and bridge the gap between theoretical study and practical industry experience, typically comprises of a national preliminary contest, regional semi-final and a global final.



The global victory by the Nigerian students was preceded by a successful campaign at both the national finals, which held on December 10th 2019 and had over 23,000 Nigerian students in the contest and the sub-Saharan Africa Region ICT Competition finals which held on September 10th and 11th, 2020, featuring 123 student-talents from 13 countries in sub-Saharan Africa, grouped into 41 teams, to determine those who will be selected to participate the Huawei Global ICT Competition finals.



Deputy Managing Director/CEO of Huawei Technologies Company Nigeria Limited, Mr. Kelvin Yang, said: “In over two decades of operating in Nigeria, Huawei has remained committed to training Nigerians in digital skills and cultivating ICT talents to build a fully digital economy. We launched the ICT Talents Eco-system development program so that local ICT talents can be nurtured and developed to the point of global recognition.”



Speaking at the ceremony, the students’ representative, Hamza Atabor said “I will like to show my gratitude to Huawei, my Vice Chancellor, my instructors, team mates and my family for this great opportunity. This journey with Huawei came with benefits such as professional certification in the field of interest. I am now HCIP certified in the field of Routing and Switching and in a few months I will attain an extra level certification.”

Nigeria Police Launches Cybercrime Reporting Web Portal

Crime rate especially cybercrime in our society is alarming. To make the matter worse, there are no avenues to report these crimes but it is a new dawn in Nigeria as cybercrime victims can report using web portal.

This is announced in a multiple tweet of the verified account of the Nigeria government. "Complainants can now report cases of cybercrime online, at any time and from any part of the world. Cases are promptly attended to by the Cybercrime Unit of the Force domiciled with the INTERPOL National Central Bureau (NCB) Force Headquarters, Abuja and the newly created Cybercrime Unit at the INTERPOL Annex, Alagbon Close, Ikoyi, Lagos."

Henceforth, you can report cybercrime and other related offences on this website, https://incb.police.gov.ng. The government of Nigeria wrote, "@PoliceNG has unveiled a Cybercrime Reporting Web Portal. The portal (https://incb.police.gov.ng) is part of efforts that ensures ease of crime reportage by the public to enable prompt investigation, arrest and prosecute perpetrators of cybercrime & other related offences".

The Norther State Governors Forum through their chairman and the governor of Plateau State, Simon Lalong lauded president Goodluck that he is a true democrat. The forum also wishes the former president many happy return in good health.

Governor of Delta State wishes President Jonathan good health, he wrote on his twitter handle, "As our dear former President, Dr. Goodluck Jonathan, celebrates his 63rd birthday today, it is my prayer and that of millions of Nigerians, that God will continue to strengthen him and grant him great health.   “The party (Peoples Democratic Party) has its position and the position is very simple: this government has failed.
“You don’t have any other way of trying to cover it. You can say all the rhetoric, you make all the propaganda. You can go ahead and try to pull the wool over the eyes of the people but the #EndSARS protest showed a failure of this government.

Meanwhile, following the clamour from southeast leaders for an Igbo to be the next president, Senator Abaribe has insisted that the quest was non-negotiable in 2023.
The senator made this known on Wednesday, November 18, after the Nigerian Union of Journalists (NUJ) Imo state council gave him an award.

  The Senate minority leader argued that giving up the agitation would deepen the already existing pitiable condition and subject her people to second class citizens.
However, he urged the Igbos not to relent but to remain firm, resolute and undaunted in the face of legions of challenges.
In a related development, former Imo state governor, Owelle Rochas Okorocha was on Monday, November 16, urged to vie for the 2023 presidential ticket by a group, Igbos for Rochas Movement 2023 Presidency (IRM).

Adopted policies are not just end product or results of the political system. Once adopted, policies are also stimulator; they are causes as well as effects. In other words,. The consequences of adopting and subsequently implementating a policy to solve a particular problem can turn out to be the causesof other problems.
 Policy implementation means putting the goals and objectives set forth in policy decisions into practice.therefore, policies have impact .Assessing that impact is one of the goals of policy analysis: what happened is adoption.
 Policy is generally not self executing, that is, it does not implement itself.policies usually consist of instructions to administrator and others who will carry out the law, rather than command, to Citizens.since the details of any new policy are often left to the discretion of those who will administer , implementation is not only a result of policy;it also involves making policy.
 There are three element in the implementation of policy
1) a decision must be made concerning the organization structure that will be used to put the programme into effect. This structure may take the form of an old agency that a shift it's mission to accept incremental changes in policy, 2) policy goals must be translated into separately
3) resources must be allocated and the rules must be applied to the specific problem address by policy.
 The actors in policy formulation and adoption are usually involved in implementation.they include civil society,interest group the mass media.tge public officials who are involved in policy implementation come not just from the executive branch of government and the civil service, but also from the legislature and the courts.
 Legislature can influence implementation by exercising the oversight power through hearings, investigation, and required report and by doing casework. When handling casework, legislators intervene on administrator on behalf of constituents who have particular complaint about a legislative intervention in specific affect the way administrator also implement polices
Judges are also involved in policy implementation.in handling individual cases, they must interpret laws and administrative of the law in naturalization proceeding,bankruptcies, paroles, and passport application. In fact, the court can facilitate,hinder or largely nullify the implementation of particular policies through their decisions.for example in the implementation of the 2005 national budget, a financial policy, the federal government of Nigeria refused to release the monthly allocation means for the local government in Lagos State on the ground that the Lagos State government had created new local government council that were not recognize by the 1999 constitution.
The state government had created 32 additional lGCs to it's original 20 ordered both parties to reverse to the status quo.
 The bureaucracy is of an important actor in policy implementation. As a matter of fact, civil.servant sometimes come up with many of the ideas that become policy.they also help to sell these ideas to the executive and legislative branches of government. In the  implementation of policy,civ servants are often allowed to exercise discretion in interpreting the laws, filling in the details through  rules and guidelines and deciding on application of laws and rules in particular cases. Under this situation, the administrator find themselves immersed in politi.
 Just because a policy has been adopted doesn't necessarily mean that it will be implemented in full.the lack of public acceptance of a policy.there are others reason why polices may be fully implementated by government bureaucrate.adminisrator may be uncertain. About orders they may ask, what exactly are we supposed to do;
Bureaucrats may simply resist implementating a policy.
They may delay or post.obey the letter but not the spirit of order ask for a hearing and suggest Change in the order before carrying them out; go over the head of their executive superior to the legislative particularly through information leaked to the press.
 There are remedies for bureaucratic resistance to policy implementation. For example, the policy may be spelled out in more detail by the policy makers. So that many of the administrative decision on the policy may simply involve applying the legislatively set standard to the nfsct of the case at hand.under such circumstances administrative decision making become largely a routing and is resistance.moreever, policy makers and the general public can pay more attention to public maker and policy, implementation to check bureaucracy resistance, unfortunately, most citizen tend to think that a problem has been adopted.
